There are a number of key steps in managing an exam. In the first instance you need to prepare premises, staffing etc.:
A centre is responsible for ensuring each step happens on time, is done correctly and that the exam on the day runs smoothly. Centres are responsible for all the administrative tasks, and for providing the invigilators and other staff, and for providing all facilities, test rooms and equipment.
