BULATS: Why can't an Indirect Customer order more tests when still within their quota?

Indirect Customers who wish to order tests will see their monthly quota and current test total on the order page.  As long as they are within this quota tests should be able to be ordered without problems.  Sometimes however, as shown below, it can appear that the monthly quota has not been reached but no orders are available.




This scenario occurs where the Indirect Customer's Agent has let their test account fall to zero, or at least less than the Indirect Customer is ordering.  There are therefore no tests to be ordered by the Agent's Indirect Customers.  In this situation the solution is for the Indirect Customer to let their Agent know, and for the Agent to order more tests.  Once more tests are ordered by the agent they will become available to the Indirect Customers as well.
