Configuring Internet Explorer on Candidate and Admin PCs

If Internet Explorer is not configured correctly for BULATS Online, you may encounter problems such as the following:


• The test does not start when Candidates enter their tokens.
• Internet Explorer displays a security message referring to a local clipboard.
• Internet Explorer displays pop-up blocker messages and scripting warnings.


To avoid such problems on PCs that will be used by Candidates, implement the following procedures (on PCs that will be used for administration only, implement just the first two procedures).

These procedures refer to Internet Explorer 11. If your PCs have earlier versions installed the procedures may be slightly different.

  • Make BULATS Online a trusted site
  1. Open the Tools menu and choose Internet Options.
  2. On the Security tab, click the “Trusted sites” icon and then the Sites button.
  3. In the “Add this website to the zone” field, type in https://www.bulatsonline.org for the candidate workstations and for the admin PCs type https://admin.bulatsonline.org
  4. Click the Add button
  5. Click the Close button
  6. With “Trusted sites” still selected, click the “Default level” button.
  7. Use the slider to set the security level to the Medium–Low position. (This affects only sites listed in your Trusted Sites security zone.)
  8. Click the OK button
  • Modify the pop-up blocker setting
  1. Open the Tools menu and choose Internet Options
  2. On the Privacy tab, click the Settings button
  3. In the “Address of website to allow” field, type https://www.bulatsonline.org for candidate workstations and https://admin.bulatsonline.org for the admin PC
  4. Click the Add button
  5. Click the Close button
  6. Click the OK button
  • Allow access to the local clipboard
  1. Open the Tools menu and choose Internet Options
  2. On the Security tab, click the “Trusted sites” icon
  3. Click the Custom Level button
  4. Scroll down to the Scripting section
  5. Under “Allow Programmatic clipboard access”, ensure that Enable is selected
  6. Click the OK button
  7. Click the OK button again
  • Volume and microphone checks

Please ensure the following are in place before a Speaking test is taken:

  1. A microphone or headset with microphone is connected to the computer
  2. The sound card supports microphones and recording
  3. The microphone is not muted
  4. The headphone output is not muted
  5. All volume levels are adequately raised.  In the first instance you may want to set all volumes to their highest level and then  adjust accordingly.
  • Screen resolution

From within Internet Explorer, navigate to:

  1. Control Panel
  2. Display Properties
  3. Click on the Settings tab
  4. Within Screen resolution, slide the indicator to a point where the number of pixels displayed as at least 1152 by 864
  5. Click Apply
